Des Plaines and Water
The city of Des Plaines sits right on the Des Plaines river, and has had to deal with flooding issues dating all the way back to the 1800s. Downtown Des Plaines actually sits almost on the river, so when water rises, the downtown area is usually the first to deal with flooding, followed by the surrounding areas depending on the severity of the rising. That's why the city has a flood rebate program, and has had it in effect since the beginning of 1994. That program is still running to this day, which tells you how persistent the problem is in this city.
But, not every flooding problem is because of the river. A lot of it comes up through the floor drain in your basement when the city sewer fills past capacity during a heavy storm, and that's a separate problem with a separate fix. Des Plaines actually has two different programs to help with whichever problem you're dealing with, as they have one for flood prevention work, and the other is for sewer lateral repairs.
Sanitary Sewer Lateral Program
The city of Des Plaines maintains all city sanitary and combined sewer mains, while private landowners in the city are responsible for maintaining, repairing, and replacing the lateral lines connecting structures to the main lines. Private laterals may extend from private property under public roads, rights-of-way, and easements. If a lateral is blocked on private property, the owner of the property must pay for everything. But, if the blockage occurs under a public right-of-way or easement, the city will reimburse part of the cost to you.
Note: The homeowner will have to pay all upfront costs, then the city will reimburse 30%, or up to a maximum of $4,000, for the repair or replacement. Feel free to contact us any time and we'll be happy to provide a free estimate.
Flood Rebate Program
The city of Des Plaines will provide 30% of the cost of flood prevention work on your home, up to a maximum of $2,000. Some of the covered improvements are the following:
- Drain tiles
- Overhead sewer
- Basement flood control systems
- Replacing basement windows with glass block
- Sump pumps with drain tiles (with backup battery or connections to storm sewers)

Is an overhead sewer conversion worth it if I've never had a backup?
If water came in through the windows, walls, or the foundation during heavy rain or high river levels, that’s surface or groundwater flooding. However, if the water came up through the basement floor drain, that’s a sewer backup. Both of these problems have different fixes, and we’d be happy to take the steps that are necessary to ensure the problem doesn’t happen again.
Who pays if the sewer problem is under the street?
You will have to pay upfront, but the city will reimburse you for part of it. Homeowners are responsible for the lateral line running from the house to the main city line, and even the portion that runs under a public road. If the issue is coming from under the road, Des Plaines will reimburse you 30%, or up to a maximum of $4,000, of the cost of the repair or replacement.
